FI number assumes a 4% safe withdrawal rate (25x annual expenses). This is a projection, not a promise, markets don't move in a straight line.
The 25 comes from the 4% safe withdrawal rate. If a portfolio can safely pay out 4% of itself every year, the portfolio has to be 25 times your annual expenses, since 1 divided by 0.04 equals 25. Multiply your monthly expenses by 12 to get annual, then by 25 to get your FI number.
